The annual limits to the number of Green Cards issued, which is established by Congress, is the main reason leading to long and agonizing waits for US Green Cards for people from India, China as well as Mexico, and the Philippines.
Such comments came from the Senior Advisor to the director of United States Citizenship and Immigration Services (USCIS), Douglas Rand. He stressed that the country-based quota system could only be changed by the US Congress, VisaGuide.World reports.

According to Rand, the annual limit established by Congress regarding sponsored preference Green Card is 2,26,000 for worldwide countries, while the annual limit on employed-based Green Cards is 1,40,000.
Besides, the pre-country limit is set at seven percent of the annual family-sponsored as well as employment-based preference limits, according to Rand, following a report of the Indian Express.
“That means 25,620. That is why individuals from India, China, Mexico, and the Philippines typically face such long wait times than people from other countries,” Rand pointed out in this regard.
He emphasized that the demand is for more than 25,620 for both families as well as employment-based every year.
“Unfortunately, only Congress can change these annual limits. So, our job is to do everything we can within these constraints to ensure that when those Green Card numbers are available, we make sure that they’re utilized each and every year,” Rand emphasized.

For returning residents
For the diversity visa

The Economic Times report noted that the recommendation proposes that the US Citizenship and Immigration Services of the Department of Homeland Security grant Employment Authorization Documents and travel documents to those who hold approved l-140 employment-based visa requests in the following categories E-B1, EB-2 as well as EB-3.
